Tokyo Wan Kannon is a 56-metre white figure of Kannon standing on a hilltop above Futtsu, looking out over Tokyo Bay. It was completed in 1961, built in concrete and paid for by Usami Masaei as a memorial to the war dead and a prayer for peace, and sculpted by Hasegawa Takashi. You go up inside it: a spiral staircase of 314 steps climbs through twenty levels, each with a small buddha enshrined in it, to viewing openings at the arm on the thirteenth level and in the crown on the nineteenth, which look across the bay to the Miura peninsula and, in clear weather, to Mount Fuji. The temple gives the round trip as about thirty minutes. There is no lift, and the stair is narrow and enclosed.
