Koenji is a Tokyo neighbourhood about seven minutes west of Shinjuku on the JR Chuo Line, built around second-hand clothing shops, record stores and small live-music basements. Every August it hosts the Koenji Awa Odori street dance festival. The streets are free to walk and never close, though individual shops keep their own hours.
